2.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted.

CO-OPTION OF MEMBERS TO THE HEALTH AND SOCIAL CARE OVERVIEW AND SCRUTINY COMMITTEE

Under Article 6 of Part 2 of the Constitution the Committee may make a recommendation to Council for the co-option of non-voting members to the Committee.

 

The Committee is asked to recommend the appointment of the following non-voting co-opted members:

 

1.    Susan Crowe – Bradford District Assembly Health and Wellbeing Forum

2.    Trevor Ramsay – i2i patient involvement Network, Bradford District NHS Foundation Care Trust

3.    Helen Rushworth – Healthwatch Bradford and District

7.

WEST YORKSHIRE JOINT HEALTH OVERVIEW AND SCRUTINY COMMITTEE

Previous reference: Minute 36 (2015/2016)

 

At its meeting of 29 October 2015 the Committee considered a report of the Chair and resolved ‘That the West Yorkshire Joint Health Overview and Scrutiny be supported’.  It also nominated two members from within its membership to sit on the Joint Committee.  As the Committee has since been reconstituted, there is now a need to appoint two members to sit on the Joint Committee.

 

Recommended –

 

That the Committee nominates two members from within its membership to sit on the West Yorkshire Joint Health Overview and Scrutiny Committee.

OVER £2M CONTRACT REPORT: PUBLIC HEALTH 0-19 CHILDREN'S SERVICES pdf icon PDF 551 KB

The report of the Director of Public Health (Document “A”) sets out the intention of the Department of Health and Wellbeing to procure Public Health 0-19 Children’s Service (currently Health Visiting, School Nursing and Oral Health services) with the development of a new service specification/s and to procure the service through a competitive tender process. It provides detail on the national and local policy context, the needs of the District’s children and young people, the current service, and the pre-procurement consultation used to inform the new service specification.

 

The report provides compliance with Council Contract Standing Orders (CSOs) through which the Authorised Officer must, before inviting tenders or quotations for contracts with a total estimated contract value in excess of £2m, report details to the relevant Overview and Scrutiny Committee.

 

Recommended:

 

Health and Social Care Overview and Scrutiny Committee is asked to consider detail presented and raise any queries or provide feedback regarding the work outlined.

HEALTH AND SOCIAL CARE OVERVIEW AND SCRUTINY COMMITTEE WORK PROGRAMME 2022/23

There will be a discussion on the Committee’s 2022/23 programme of work in advance of its presentation for adoption at the next meeting.
